This referendum will tackle how health care for the uninsured is accessed, funded and delivered in the county.
As Health Markets Struggle, 9% Average Rise in Enrollment Is Predicted

The Obama administration announced expectations for monthly enrollment in the Affordable Care Act marketplace to average 11.4 million next year, up 9 percent from the monthly average in 2016.
Sylvia Mathews Burwell, the secretary of Health and Human Services, also predicted that 13.8 million people will sign up for Obamacare in the fourth annual open enrollment, which starts Nov. 1.
McCombs and Dell continue collaboration to tackle healthcare delivery
